Primary Responsibilities:

  • Provide a service point of contact for a CCG / provider for medicines optimisation related to PbR excluded medication
  • Be highly visible, accessible and responsive, building strong relationships, especially with CCGs and providers, and becoming a familiar and trusted resource
  • Deliver strategic plans and input technical pharmaceutical expertise as well as ensuring implementation of MMO QIPP plans, education and training
  • Implement and manage the processes for approval, appropriate use and audit of high cost drugs excluded from the National Tariff under Payment by Results (PbR)
  • Ensure that those treatments supported by NICE technology appraisals are implemented according to the published recommendations within the Providers
  • Provide support to planners, commissioners and Clinical Management Groups to ensure that any relevant financial and implementation issues for NICE Technology Appraisal Guidance are identified and articulated at an early stage
  • Create and maintain a schedule of PbR excluded tariff medication that will be funded by the Commissioner (High Cost Drugs Schedule)
  • Manage the process for drugs which have Patient Access Schemes ensuring that funding is accessed appropriately
  • Facilitate the annual budget setting process for high cost drugs
  • Provide an effective interface between commissioners and providers of services within Kent and Medway, regarding the use of high cost drugs
  • To agree and ensure the service delivers on QIPP targets for the Authority
  • Ensure service delivered in accordance with contractual KPI's agreed with the CCGs
  • Responsible for supporting the commissioning of projects and procurement of services to support project delivery
  • Provide financial reports to Directors and the Board as required
  • Provide advice and prepare strategic reports and briefings for directors and stakeholders
  • In depth analysis, interpretation and production of complex and multiple reports including financial returns
  • Present information in one to one situations, small groups and large audience, to articulate outcomes when challenges
  • Review practice prescribing patterns support the discussion of recommendations with clinicians and commissioning teams
  • Responsible for proposing and drafting changes, implementation and interpretation to policies, guidelines and service level agreements (SLA's) which may impact commissioning and usage of PbR excluded medication
  • Assist in assessment of the impact and management of the introduction of new drugs
  • Assist the Medicines Optimisation Team in the identification and monitoring of prescribing- related indicators and targets to demonstrate adherence to national and local guidance
  • Undertake any other reasonable duties as may be assigned from time to time by the Service Lead

This role requires travel across Kent and Medway to attend necessary meetings with CCGs and providers across the region. Telecommuting / Working At Home will also be considered, provided meeting attendance and some onsite presence in Kent House, Ashford is maintained as needed. Overnight stays do happen occasionally and may be required for this role.

Required Qualifications:

  • MPharm in pharmacy (or equivalent prior to 2002)
  • Registered with the General Pharmaceutical Council
  • Post-graduate diploma in Clinical Pharmacy
  • Evidence of Continuous Professional Development (CPD)
  • 5+ years of post registration relevant experience
  • Knowledge and application of Payment by Results (PbR) and excluded medicines
  • Experience of inter-disciplinary working
  • Understanding of Homecare delivery systems
  • Experience of communicating highly complex drug information or medicine related information to prescribers, clinicians, where professionals may challenge the advice
  • Proven track record and significant experience of successful working with clinical staff
  • Highly developed interpersonal, negotiation, influencing and conflict management skills
  • Highly developed analytical and problem solving skills will be required for assessment of service delivery plans of multiplicity of organisations and formulation of improvement strategies where opinion may differ on the best course of action
  • A record of achievement in delivering objectives within required timescales
  • Full driving license and access to transport
  • Willingness to travel within Kent and Medway, and neighbouring areas if required
  • Understanding of commissioning processes
  • Understanding principles of clinical governance and how these apply to the broader agenda
  • Able to demonstrate excellent organisational skills, and an ability to prioritise and work to deadlines
  • Able to communicate clearly and concisely
  • Excellent verbal and written skills
  • Highly numerate
  • Competent in use of standard IT and relevant software
  • Able to work on own initiative and use personal judgment

Preferred Qualifications:

  • Experience in developing and delivering education and training
  • Accredited post-graduate clinical pharmacy diploma or MSc or equivalent postgraduate qualification
  • Experience of working in both primary and secondary care settings
